Separate entities
Organizations, programs, locations and directory entries have separate IDs. A single location may host many agencies. Counts of these entities cannot be added to estimate the number of available services.

Optional. Your location stays in this browser session. City and ZIP searches use approximate reference points. Distances are straight-line estimates, not walking or driving routes.
Coverage is still being expanded. School, healthcare, park and guide records have different coverage and reference periods; marker density does not represent service capacity.
Select a city boundary to focus its map and listings, or choose a location and press “Zoom to city.” Zoom up to 32× and drag to pan. Keyboard: focus the map and use arrow keys; Home fits the county.
Circles show approximate published addresses. Squares group records by city and do not locate a service building. Several programs can share one circle. Select a pin for details; other matching locations stay visible. Locations outside the county extent remain in the results list.
Language evidence here comes from the collected sources. Dedicated research on language assistance will be added as a separate layer. “Unknown” means not documented, not unavailable.
Search source titles and editions. Original documents and source pages require an SLP research key. Full-text indexing and intake records are kept in the private research folder.

Mapped locations use accepted Census exact-address matches or agency-published facility points. Non-exact and incomplete street matches are not plotted as address circles. Records with a supported city association can appear in a city-reference square, using a Census reference point. Reference points are never substituted for service coordinates in geographic analysis. A building address is not a service area, accessible entrance or confirmation of capacity.
Named staff languages, scheduled assistance, interpretation policy and translated materials remain distinct. The Fremont Welcome Center schedule is not assigned to every tenant agency. No language is inferred from a neighborhood or organization name.
Area statistics reuse ACS 2020–2024 estimates with 90% margins of error and 2024 boundaries. Their populations are specified beside each measure. They describe area residents, not the clients of these programs. No causal or service-shortage estimate is calculated.
The current directory contains only an initial subset of the collected material. Some PDF entries and earlier directory records still require structured review. The map reflects collection progress, not the full distribution of resources. Historical guides remain discovery sources. OCR is not a corrected transcription, particularly for the Chinese flyer and emergency-number blocks.
This directory is an initial extraction from a larger collection. A missing program or map pin does not mean no services exist. Records may overlap; counts do not measure service capacity.
Original sources require a research key. Intake records, full-text indexes and internal review files are held separately for staff access.

These labels describe the evidence used, not service quality, current availability or capacity. Unknown means not documented, not unavailable. A map pin can represent an office rather than a place where services are delivered.
